Cheap "Zone 3" Brooklyn/LIC/HPA tickets are good beyond 9/1

Posted by Joe V on Thu Aug 17 18:48:38 2017

I took trip from NJ to Mineola today to take advantage of the cheap M&E fares, free admission to PATH (to WTC), and cheap LIRR ticket to Zone 4 ($5.75) from Brooklyn. I wanted to visit WIllis Hobbies after some years. Also had the treat of an M-3 from Jamaica to Mineola.

On the ticket, Atlantic Terminal indeed had a "3" next to it (for the zone number it was priced at), but the expiration date states very explicitly 10/15/17 - 60 days out. I asked the conductor if these were good beyond 9/1. He said yes. The expiration date is all that matters.

Cheap NJT M&E tickets to Hoboken state quite explicitly they are not good beyond 9/1/17.

Yes, they're good-- for Zone 3. That is all that matters. After 9/1, HPA, LIC, and Atlantic Terminal won't be in Zone 3 any more. I know what the conductor said, but my guess is that he's wrong. I wish I had something in writing to back up what I just said, but in any case, I wouldn't want to be in the position of arguing that point with some other ticket collector.

I think it would be very hard to argue that an unexpired Hunterspoint to Babylon ticket would not be valid for Hunterspoint to Babylon.

The destinations are a convenience. The zones are what count. I frequently use 10-trip tickets marked "Baldwin" to and from "Carle Place." Never an argument, because they are the same zone. Anyway, now we're probably back to "subject to applicable tariffs and regulations" territory.

Yes, ordinarily the zones are what counts, but in this oddball situation, I don't think it would be good public relations for the agency to cause a stir for only 60 days when the stations printed on someone's ticket are not stations you can travel to with that ticket. It borders intentional trickery by the agency.

When you go into a foreign transit system that you are unfamiliar with and press the stations of origin and destination and the vending machine tells you it will give you a ticket for a certain amount is the customer supposed to check up on the machine to make sure it got the fare right?

As an aside, when there are standard fare increases, they don't start charging step-ups on all existing, unexpired tickets, do they?

I agree. The interface involved with ticket purchases is by station. There is no indication that the customer is mandated to know the zone numbers, even if it is helpful to know these numbers in case you want to do a different station combination with an existing ticket.

I don't know. It's an arguable point. That's why I brought it up.
Zone 3 will not be associated with Brooklyn and LIC as of Sep 2, but it was at the time of ticket purchase, and that is a 60 day contract, which I think they would honor.

Likely they will allow the cheap tickets to be used for the full 60 days, but they will wait to make the official announcement until September 3rd (to prevent hoarding). Can't imagine it will make a huge dent in their finances since the vast majority of their revenue comes from weekly/monthly passes.

According to my reckoning, after September 1, Atlantic Terminal and Hunterspoint Avenue return to their normal Zone 1 status. I still can't find anything in writing one way or the other though.

You make a good point about how fare increases don't affect existing tickets that aren't yet expired.

I do think that their policy will dictate that a Zone 3 ticket is for Zone 3. But, the PR nightmare would be horrible, and they'll probably honor them.

I'm guessing that making Atlantic and Hunterspoint/LIC Zone 3 was just an easier process than implementing some discount system.

As an aside, I have gotten so used to the station names here (instead of zones - though I know my zone 2 Metro North tickets are good for the entire Bronx and not just the station on the ticket) that when I went to Boston years ago I was dumbfounded trying to travel from North Station to Beverly. The system asked for the zone I was traveling to, not the station (this was before their mobile app). Nowhere on my printed ticket did it say Beverly, it just said zone 3. On a trip last weekend, I used the app, which was searchable by station name, but again, the ticket in the app simply said zone 3, nothing else.

Having the station name on MNRR tickets is often helpful. For instance, there are a number of short platforms in the Bronx where only certain cars platform. If the conductor sees you are headed for University Heights but are in the wrong car, he will warn you to move. Having solely the zone on the ticket would not allow this.

The discount was done at the last minute on Governor's orders with only a day or two before monthlies went on sale. There was only one way to make a quick fix, and that was a zone change.

NJT makes it very clear that their cheap tickets to Hoboken are no good beyond 9/1. Of course, their tickets normally have no expiration date, like USPO Forever stamps. Too bad it wont make it through Labor Day weekend.

There was a joke on some other forum regarding NJT tickets, something like:
If the trip involves Newark, NYP, Hoboken or SEC - the ticket will likely be checked.
If the trip is suburb to suburb, most people are still using the same ticket they bought in 2009.

I've admittedly only ridden NJT less than two dozen times, but on all of my rides they were pretty good about intermediate collection.

9 times out of 10 you won't find an LIRR crew that does any fare collection on an eastbound train after completing their post-Jamaica sweep. Even rarer is the crew that actually seat-checks an outbound train. Yet on almost all my MNR/NJT rides that was the case.

The fine point in dispute is whether a Zone 3 ticket purchased before September 2 will be valid only for Jamaica (Zone 3) after September 1 or if it will still be valid for Hunterspoint Avenue, Long Island City, and Atlantic Terminal until its printed expiration date (60 days from its purchase date) even though those destinations will no longer be in Zone 3. I have seen nothing official that addresses this concern.

What's clear is that you won't be able to buy such tickets after 8/31. They could have easily included a "learn more" link that explains what to do if you still have them after the cutoff date. Why wouldn't they let riders know that they'll need to pay a step-up fare? It could be because they'll continue to honor those tickets until they expire, but they don't want to advertise that fact right now.

The language they used that I posted originally was from their summer website for LIRR... http://www.lirrsummerschedule.com/

They can't even keep their language consistent between that site and mta.info.

My general concern is for folks that go to purchase a ticket in advance of planned travel -- say, this Friday for travel the following week -- not knowing they need to pick Penn if they're traveling from Atlantic so that the prices are correct. I'm sure this situation is less common, but someone out there will be doing exactly this.
