Could amending the way outlawing works help?

For example, the railroad and the communities designate certain crossings as ones that trains must not block, then amend the rules so that a crew can go past 12 hours only to bring the train to a point where it's clear of those "Must Not Block" crossings.

OR

Set up the "Must Not Block" crossings as described earlier, but post signs showing the distance to the next such crossing, and estimated time to reach it at track speed. These signs would be posted

The crossings are railroad property, not public property. Trains have right of way at all times.

There's a crossing I pass on US 41 and Causeway in the East Tampa area. The yard is right next to busy US 41 and there's no way to do cuts and adds without overlapping the roadway.

When they have a long consist, we'll sit there for about 10 minutes. That's a lot of cars lining up, especially during rush hour.

The law is already written for them not to block crossings, by rule a crew must notify the dispatcher at least one hour before outlawing.
This gives dispatcher to put train in siding or outside a town.
The law does state for crew to no longer participate in movement of trains once they exceed the 12 hours.
So train better be stopped and tied down (handbrakes) unless there is relief crew.

LION has looked at article and at Map of Dade area, cannot find fo sure where this place is.

Train cannot stop in middle of nowhere because cannot get new crew there. Must stop at grade crossing.

Train to tower: We Die in 30 minutes.
Tower to train: Roger, Stand by.

Train to tower: We Die in 10 minutes.
Tower to train: Roger, Stand by.

Train to tower: We are Dead
Train to tower: We are Dead on hours and stopped.
Train to tower: ?
Train to tower: ?
Train to tower: ?

Well if the crew is about to "blow up", or exceed the federally regulated and required 12 hours max on duty, and cannot operate further without exceeding the 12 hours, it is what it is, in the interest of safety and not to violate federal laws. Imagine if the time exceeds and God-forbid something happens, a HUGE shitstorm will come of it.

Would I be correct to assume that management would expect the crew to keep the train moving right up until the 12 hour point, unless there was a railroad restriction (i.e. signal indication)or some physical obstacle preventing them from doing so?

LION does not assume that. Here in Richardton, the BNSF frequently has an unscheduled crew change. It takes over an hour to get a new crew out here from Mandan, so they need to know about two hours in advance to scratch up a crew and cab them out to Richardton. But they are usually hear waiting for the arrival of the train, so it is never stopped for more than five minutes. Yes B Street and the dirt street to the west are both blocked, but Highway 8 is not blocked.

If the relief crew is not there yet, the train waits there for them, knowing that this is where they will arrive.

But if Ft. Worth drops the ball, and no relief is scheduled they have to tie up somewhere. Taylor would be a good place, so would Antelope, but if those sidings are already blocked you just have to stop somewhere.

Let me give CSX the doubt and assume that they got distracted and the train ran out of time in this awkward place. maybe behind a red light, and could not move off of the streets when the signal cleared.

Still, I have not been able to see the satellite view.
