LION does not assume that. Here in Richardton, the BNSF frequently has an unscheduled crew change. It takes over an hour to get a new crew out here from Mandan, so they need to know about two hours in advance to scratch up a crew and cab them out to Richardton. But they are usually hear waiting for the arrival of the train, so it is never stopped for more than five minutes. Yes B Street and the dirt street to the west are both blocked, but Highway 8 is not blocked.

If the relief crew is not there yet, the train waits there for them, knowing that this is where they will arrive.

But if Ft. Worth drops the ball, and no relief is scheduled they have to tie up somewhere. Taylor would be a good place, so would Antelope, but if those sidings are already blocked you just have to stop somewhere.

Let me give CSX the doubt and assume that they got distracted and the train ran out of time in this awkward place. maybe behind a red light, and could not move off of the streets when the signal cleared.

Still, I have not been able to see the satellite view.
