Could amending the way outlawing works help?For example, the railroad and the communities designate certain crossings as ones that trains must not block, then amend the rules so that a crew can go past 12 hours only to bring the train to a point where it's clear of those "Must Not Block" crossings. OR Set up the "Must Not Block" crossings as described earlier, but post signs showing the distance to the next such crossing, and estimated time to reach it at track speed. These signs would be posted |
