Last year, Dr. Gridlock did an informal survey of cars and found the 1000s often had the coolest temps. The 5000s were the worst IIRC.

That's because WMATA began a program to replace the HVAC equipment in all the 1k cars a few years ago.

This policy applies to ALL modes - the 2.5 hr journey actually, for me, involves bus journeys and such. I think food was always "unofficially permitted" on the Regional Rail, but just not on the transit division.

Besides, WMATA may be a subway, but the journey through the system can be quite long, especially if you have to transfer to another line, and then have a bus connection afterwards.

Newspapers create a far more manageable mess than drinks and food do. If you leave your newspaper on the seat next to you, it is a nuisance, but if you spill soda on a seat, it becomes sticky and might not be able to be used by anyone else until it is cleaned up.

True, but most people try not to spill soda on the same seat that they are also sitting on. It's a potential problem, but not significant enough to have a ban on drinks.

Also, if someone spilled water I wouldn't sit on that seat either. One can never assume what liquid might be on a seat. I generally assume that it's something disgusting and it usually is.

You can work up quite a thirst and sweat with the gym work-out climbing in and out of their deep-down stations given that DC is a swamp and they have many escalators and elevators out of service.

They have no right to ban bottled water. These silly rules simply make their financial support all the more politically difficult given the amount of federal employees using the system and WMATA's safety record in general.
