Dude, both parties may be teaming up to share SOME information, BUT Siemens is holding enough cards close to ensure no real competetion on further bids. Its a magnificent business plan, when you come down to it. Alstom saw that, and they backed out of their "follower" role.

And Siemens is not sharing the COST of this R&D either, the riders are paying for it - at the turnstile, and paying in time wasted on CBTC testing GO's where no testing happens.
