After 1940, there was a greater need for steel cars due to the Culver line going from an extension of an el to a subway only route. Perhaps city management was not as efficient as it was under the BMT and there were a lesser percentage of cars available on any given day for service.

The BMT was not actively ordering new subway cars when the city took over. They did cancel an outstanding order of 80 Bluebirds, but these were intended for el service which the post 1940 abandonments rendered pointless.
