This discourages subway transfers at Woodside to and from the 7, which already has all the riders it needs. You can do it if you like, but you won't save any money. By the way, Kew Gardens and Forest Hills are also in Queens and also in zone 1, perhaps for the same reason in the case of Forest Hills.
