There was never any political support on Staten Island for eliminating the SIR fare. It occured as part of the "one city - one fare" program in 1997. The MTA didn't want to spend the money to install metrocard readers in the SIR stations, and the NYCDOT didn't want to spend the money to install metrocard readers in the SI Ferry terminals.
