That has been suggested repeatedly through the decades.

Banning food and drink is unenforceable. People will sneak them into the system anyway. Also, you'd put a major squeeze on all of the platform and mezzanine-level vendors who make money on sodas and snacks.

Its a good idea but unworkable. The best you can hope for is that people will throw away their litter properly.
