On the one hand, It might be advantageous to have cell service in the subway, to report emergencies, or just to call ahead and let people know you're running late (especially when your "E" train suddenly becomes an "F" just south of 36th Street with no prior warning).

I'm in favor of it for the reasons you give. The safety concerns of being able to call 911 from a station outweigh the rudeness issue. I doubt that the tunnels will have cell access, that gets very expensive to install and maintain.

It's hard to talk on a cellphone in a regular "telephone" voice because you don't hear your side of the conversation back through the cellphone receiver. It took practice but I can now speak on a cellphone in a regular voice. Most cellphones have sensitive transmitters so you shouldn't be shouting into them anyway.
