The first amendment only restricts CONGRESS from enacting the types of laws mentioned in the amendment. It does not apply to individual states or municipalities, or to private organizations.It does restrict states and municipalities but not private organizations. Both state and local laws can be declared unconstitutional if found to violate ANY clauses or amendments to the US Constitution. |
