If you're starting premise is that no viaduct is more aesthetically pleasing than an viaduct, then your thought makes sense. But aesthetic sensibility has never been the sole criterion on which we judge a project's merit.

Agreed but it is a very important criterion when it's planned to go thru highly valued residential and office areas and there are other alternatives available.
