Rather than to build a real subway or LRT the MBTA decided to be cheap and have a quasi bus/light rail route. It wasn't a matter of the MBTA being cheap. The Feds refused to provide funding for a Green Line extension along Washington Street because they considered the route to be too close to the Orange Line heavy-rail route they just paid for. The MBTA then proposed a trolley bus service but this was opposed for years by the light-rail advocates and the project was delayed. By the time the service was ready to go, this was changed to today's articulated CNG buses. For the Waterfront route, rail may have been an option but it could only have been a short line to the waterfront. An underwater rail tunnel to the airport was out of the question. |
