How about a line running along the LIE down the median?

Expensive. No provision for rail was made. (Robert Moses, quite deliberately).

If you're going to build els, methinks they will go through parkland, maybe, or alternatively cut-and-cover. Can't go anywhere near parkland in the most politically connected areas, e.g., Central Park, of course.
