How do you know nothing is being electrified? Those 27 ALP46Ms or '48s aren't going to all be used making 12 car Multilevel trainsets. They could easily equip an electrified WORM between Mt Arlington and Great Notch and NJCL between Long Branch and Bay Head with what remains after the NYP routes recieve a few 12 car ML trainsets.

An article about the locomotive purchase in The Record is interesting, but as noted on RR.net is also incredibly vague. It is interesting that an "NJT official" says they're working to eliminate diesel operations, which would point to a new electrification. But it could be that the official isn't familiar with how the multilevel cars affect motive power use and only thinks that new electric locomotives automatically mean diesel locomotives will be replaced. By the same token it is possible the new ALPs will be more powerful and thus be able to haul a 12 car ML train on schedule with just one locomotive. If that is the case then there will be an even more drastic increase in unused electric locomotives if no new electrification is constructed.
