The bottom line is there is no constitutionally protected right to unrestricted photography. If you think I'm wrong, try to film in a jail, or a court house, or a municipal hospital or in a nuclear power plant, etc.The major difference is that none of these places have a rule like 1050.9c which expressly allows photography. |
