No, it never worked well. People were "rediscovering the rails" during the 70s oil crisis. NJ's going nuts trying to funnel all main lines into the PRR High Line, which is a disaster in and of itself.

The only reason that the main line closed down was due to NJDOT favoritism. Note that the E-L system stayed intact while the CNJ had to be diverted onto the LV and PRR. Further damaging the CNJ was having service cut back into New Jersey (funny how the PRR got away with operating outside PA with its name, but the CNJ couldn't operate in PA with the name CNJ).
