If you think about it from an electrical connectivity standpoint, even with no knowledge of trains, it has to be that way. The third rail on the left can power the motors, and the third rail on the right can power the motors. Absent any elaborate relays (which would serve no useful purpose and be a likely point of failure), it follows that the left shoes and the right shoes are electrically connected.
