The 8th Ave. line was built to discourage local-to-express transfers. No express stops down CPW between 125th and 59th. Only a bare minimum of local stops south of 59th. The reasoning was, if you boarded a local south of 125th, by the time you got to 59th St., theer would be no advantage in changing to an express.
