Run the W through the tunnel, leave the R to Whitehall.
Run the J/W to 95 st and call it a day.


Extending the "J" through that much longe runabout route from Jamaica Center to 95th Street would not solve the problem, and just makes it worse. From experience, there are long waits for the "J", particularly with some of the delays in the AM rush hour I have been seeing on the Manhattan-bound runs trying to cross over the Willy B.

No matter what, the "R" would always be associated as the 4th Avenue Local service, and substituting with a different letter such as the "W" will disrupt and confuse the passengers. You are still going to have issues with what goes on the BMT Broadway line between Canal and 57th-7th, particularly when you have three routes ["N", "R", "W"] all jockeying into the 60th Street Tube.
