I disagree with you about the "ACLU-driven court rulings about vagrancy." The old vagrancy laws were arbitrarily and unfairly applied. A man with long hair who fell asleep on the train (while using it for legit transport) could be deemed a vagrant and arrested. Hell, these rules were broad enough that they could be applied to anyone.There were a lot of other shitty things about the 50s, and yes, there were addicts, but almost certainly fewer as I am fairly certain the 60s-70s saw a major rise in drug use. I think that's the major difference. Another thing was the closure of mental hospitals. These people are NOT capable of caring for themselves like typical adults. |
