I do not doubt the old laws were sometimes abused, although in the '50s there were rather few men with long hair. Even the Beatniks did not so arrange themselves.

But, simply because the old law plus the nature of things led to abuses doesn't mean we have to give up and let chaos rule. There's always a segment of society who does wan chaos and will make a considerable effort to bring it about. We don't have to give up and let them win.

Write new laws which are a harder to abuse (all laws will be abused somewhere by someone, if they can get away with it) yet still broad enough require people to respect public life. Or we can let chaos happen, then run blameshifting and more "activism" to fix what the first 2 rounds of activism broke.
