Sure there is, but the will most be there to clear the way.

Change the ACLU-driven court rulings about vagrancy, stop leaving the mentally ill on the streets, restore a version of civil commitment, etc.
Anyone here remember NYC is the '50s? (I don't). Were there riots, homeless/addicts s--ting on the trains? I wasn't there, but I strongly suspect not.
