I would agree. Before the line was extended east to connect with the Second Avenue Subway there were two tail tracks north of the 57th St. BMT station. It was possible that they were intended for eventual extension farther north probably via CPW/8th Ave. It seemed that the routing to Queens via CPW/60th St. was an afterthought the way it was built. Some R-1 cars did operate on the 4th Ave. BMT line in the late 1940s and early 1950s due to a shortage of cars on the BMT. Of course by then the IRT and BMT were both operated by the city although it took many years to establish free transfer points and track connections between the IND and the BMT.
