If the City did not want a westward expansion of the IRT Corona line, all it had to do was not to finance the subway work- which they would have to approve. After all, we are tunneling under municipal streets, aren't we? Remember the 10+ year delay for the BMT Nassau St line and Montague St connection? Who built that, finally- the City! |
