Of course, a physical obstruction would make a change of heart by a future administration harder to implement. To this day, trucks can't use Robert Moses' parkways because of the low bridges, despite Moses being long dead. Could all those bridges be replaced? Certainly, but it would cost billions of dollars. Could the lower level of 42/8 be destroyed? Obviously, as it has been done, but look how long it took! |
