When I lived in Bensonhurst back in 86-87 the whole 4th Ave line was skeletonized. Not one rush hour passed without the West End and Sea Beach being blown up something awful. Bunchups and Ns being sent down West End were the norm. IIRC it was when they had multiple trains right behind each other: 1 would go local; 1 down the express; the others sent to Lower and then back north.

To say Lower was disgusting is being kind.
