You're applying 2018 logic to a 1957 situation. I don't see how O'Malley could get caught up in a RICO beef if RICO regs were on the books then. However, in O'Malley's case, he originally wanted to stay in Brooklyn & build a ballpark over the Atlantic Ave LIRR/TA complex. Moses & Wagner said no. To many families would be uprooted via eminant domain. That was given as the reason. Today, where O'Malley wanted a new ballpark is where the Barkley Center sits.
