They're moving an old, decrepit, and very long train a fairly short distance over a ludicrously busy commuter line. Between the relatively short move the extra crew has to cover and the massive disruption that would occur if that thing is still on the road come rush hour, it's understandable that they'd take seemingly-excessive precautions.
