The circus train must be A Freight Train, Period or A Passenger Train, Period. The idea that it's considered a freight train according to a contract between a freight railroad and their passenger-carrying tenant but a passenger train according to a contract between a passenger railroad and their freight-hauling tenant doesn't sit well with them. |
