I ride the #1 through there every few days. From my personal observation, the 2002 shell has been demolished, and most of the line daylighted through there while they build the Oculus around it; most of the 2002 work was undone.

In fact, at the west of the Oculus, near the PATH station, you can see that they actually built a bridge to carry the #1 through the Oculus.

So basically, it seems the line was built three times- in 1918, in 2002, and again in the past few years. Now that the "tunnel" (it is even less of a tunnel than where the Concourse IND crosses the Cross Bronx Expressway) is complete, they can finally build the station. Stairs to street level (Greenwich and Cortlandt) have been in place since at least 2015. They do not look well secured...
