I agree with Mr. Saucci's answer. It was probably rebuilt with 1918-ish methods- steel reinforced concrete meant to sit below ground level.

At the time, the powers that were weren't sure what they were going to do vis-a-vis rebuilding. When they decided on putting a concourse (any type of open air concourse) beneath it, a different type of structure was needed to carry the IRT through.

Hence the weekend closures, and billions in cost overruns.
