Some of it relates to the current attention to immigration issues. As an example, NYC does not fingerprint fare beaters as a regular policy (there can be special circumstances) so ICE is not notified. Some people are concerned that fare inspection as implemented in some cities could result in a change in what a particular agency is presently doing. That is the behind the scenes message. I'm sure there are legions of folks on different sides of the underlying question, but that is (my opinion only) not a subject for this for section of the board.
