If New York is too cheap to build one lousy foot of clearance into their tunnels for future-proofing (to the height of a diesel locomotive, for example), they can be bypassed until/unless NYC figures out a way to fix their tunnels

New York? What do you mean? No rail tunnel is a New York project. NYC owns none of these tunnels. Never mind there never going to be any diesel operation through them no matter the clearance.
