You have it right.

Before service begins, all t/o's on the B Division will be required to be qualified from 57th to 96th.

Therefore there will be a supplement schedule on the Q. When the ok is given to run trains up there, Q trains will do long relays to 96th with the "student" t/o and the TSS aboard qualifying him/her.
