According to a friend of mine who worked for the CTA, Chicagoans refer to their entire transit system as the “L” including the State and Dearborn Subways since until 1943, all Chicago transit lines were elevated. I once heard a cashier in Philly telling a tourist to take the “el” referring to the Market Frankford Line which has elevated portions at the ends but is in the subway in downtown Philly. I imagine that what the local residents call their transit system depends on the mode of transportation they get used to.
