But not the conspiracy you're thinking of. I dislike the idea of a transit agency being able to criminalize behaviors--like walking between subway cars, or sleeping on the train--that are not crimes. Both of those examples used to be perfectly legal in the NYC subway system. Now, you can be ticketed or arrested for them. That IS a conspiracy to generate revenue and shield the MTA from lawsuits, in effect.
