I'm sure that is the reason. Undoubtedly this also explains their holding up trains for "sick passengers". To add insult to injury, they now hold up trains IN FRONT of them, as well as behind them. All I can say about it is that 50 years ago, either the NYCTA knew the difference between a railroad and a hospital, or sick people didn't ride the trains very often. As far as the lawyers are concerned, they're waiting to pounce on the MTA if it turns out that a passenger who has fallen to the floor has suffered a broken bone, which is certainly not always the case.
