The issue is not "that location" The issue is the correct protocol for entering a terminal against a bumper block. This is the same along all railroad and transit systems: Stop 5 car lengths out, stop again 1 car length out. Thses signals just enforce this, but go look at any NYCT terminal, and you will see these same signals present. So they rebuilded this one. So What? OK, I do not recall NYCT comming to a full stop 5 cars out, but the signal is there, and if you are too fast at that point you will be tripped.
