What may have happened is the local exchanges were overloaded due to too many people making calls at the same time. In the 1960's there were many central office switches in New York that had been originally installed as far back as 1930 and in some cases even earlier (PEnsylvania 6-5000 dates back to before 1920). They didn't have anywhere near the traffic capacity of the modern digital switches used today. By the late 1960's in some areas it wasn't uncommon to wait as long as 30-45 seconds for dial tone during peak calling periods even when the power situation was normal.
