Because phones were used on a sparse basis, the "call concentration" systems to the network would often provide a 50:1 ratio. In other words each call concentrator (line finder) could serve 50 customers with one connection at a time. In a central office with large numbers of subscribers, the line finder would serve first come, first serve and once saturated, you'd get a busy signal.

Heavy volume meant lots of busy signals.
