No, but people in other states might very well care about that.

And what happens if there had been slip-and-fall lawsuits from people who had to WALK to and/or from work because their employers made them come in shutdown or not? Many people were already at work when the shutdown was announced and could not leave before it shutdown in many cases.

Sadly, we may have gotten to the point where it is CHEAPER to deal with slip-and-fall suits because of keeping the subways open than closing the subways and having Wall Street PO'ed at Cuomo or whoever is Governor and in this case the Democrats as a whole. It wouldn't surprise me if Democratic Party leaders behind closed doors scolded Cuomo over this and made it clear that Wall Street is too important to the national economy to piss off and unless it's a Sandy or Irene situation to NOT shut the subways down like that again.

We may sadly be at the point where appeasing Wall Street comes first. It may take the MTA having to now stay open outside of an Irene/Sandy situation with it made clear it is ONLY being done to appease Wall Street and a catastrophe happening to change that.
