Errors in judgement happen and not just to rogues. Sometimes well meaning people lose sight of the big picture - in that case, a severe storm, and got fixated on providing train service to the Rockaways. The reality however was that few people were riding as evidenced by how few people were trapped on the train. The prudent thing to do would have been to listen to the assessment of those in the field. |
