Perhaps another good reason to shut the entire system, in light of the extreme forecast, was not so much for the system itself (of course, for the outdoor portions, that is the reason) was for people to get their asses home and not attempt anything foolish, like walking around Manhattan in life-threatening conditions.

Basically, they wanted to be sure no one was outside at all. By depriving people of any means to get around, they got that. In hindsight, it turns out to have been unnecessary.

And while I have no inside knowledge about what happened on the A train in 2010, I agree with your general premise about errors in judgment. They happen to the best of us.
