A lot of people want to run, even though they know they can't win.

They run for the publicity. This results in book deals, and personal appearances.

Chris Christie
Sarah Palin
Herman Cain
Marco Rubio

I think Obama was like that when he ran in the primaries vs. Hillary. He wanted to get a big book deal and was shocked at how vulnerable Hillary was and how anxious America was to say "First Black President".

Cuomo would be like those candidates. He knows he can't win but can make money being a name in Presidential discussions.
