I fully understand it, it doesn't mean HE does:

It's no secret Cuomo wants to run for President. There was even talk of his doing it next year against Hillary but he wisely for now has backed off on that I think. He's nore likely looking at 2020 or '24 and likely was concerned of someone screwing up at the MTA and it being used in attack ads long after it would have been forgotten otherwise. Instead, he winds up doing something that has completely pissed off Wall Street and could have severe unintended consequences that go beyond him in the political ring.

It would not affect Hillary in 2016 but it could affect House and Senate races, especially if Wall Street is more motivated than usual to keep things Republican in the House and Senate (if not the White House) because of what Cuomo did here. I don't think Cuomo realized how pissed off Wall Street would get over this and it's something Wall Street won't forget anytime soon.
