Lackawanna Cutoff update (NJ Transit service to Andover, NJ or Scranton, PA)

Work is moving ahead, but behind the scenes, to finish the rail line that will bring commuter rail service to Andover, the Sussex County freeholders were told Wednesday.

During the board's regular meeting Wednesday evening, the group was updated by Freeholder Director Rich Vohden, that the bid solicitation has been published for the Roseville Tunnel work.

Earlier in the day, during a tour of a couple of bridges, County Engineer Walter Cramp said his office is also working with NJTransit on plans to replace the Roseville Road bridge, which crosses the rails near where the Andover train station is to be built.

Vohden, who represents Sussex County on the North Jersey Transportation Planning Authority, said the work on the tunnel will be a "design/build" project which means the bidder is being asked to do the design work as well as be responsible for construction.

The tunnel's ceiling has been collapsing almost from the day it was opened to rail traffic in the early 1900s. When the line, known as the Lackawanna Cutoff because it was a shortcut into Pennsylvania, was running as an active railroad, flagmen were stationed at the tunnel to walk through before a train was to arrive to check for fallen rocks.

The project will be to line the inside of the tunnel, which measures just over 1,000 feet long, is wide enough for two tracks and tall enough to allow the new double-decker trains which NJTransit will be putting on the track.

During the tour, Cramp told the freeholders that the Roseville Road bridge will have to be completely replaced, with mostly state money used for the project. The bridge currently is a single lane, but when the new station opens, there will be plenty of traffic, warranting a two-lane structure.

He noted that the new bridge will also have to be higher over the tracks to accommodate the double-decker trains.

While the current plan is to stop at the Andover station, the long-range plans are for the entire Lackawanna Cutoff to be opened to allow commuter trains to go all the way to Scranton, Pa.
