Yes, I suppose that's why the ROW was legally preserved in the first place. But we see how that worked out....

I'm no expert, but from what I can observe, the Queens Blvd. line really can't handle another service. In today's day and age, I think it would do OK as an LIRR service, especially if it paralleled the A to Howard Beach, then cut over to JFK.

Here's the result of that:

1) Rockaway, Howard Beach, Ozone Park and Woodhaven get another way to reach Manhattan.

2) Silly Airtrain is eliminated.
