Pulled out my 2004 ETT and took a look...C3's are prohibited from:

NYP track 18
Atlantic west of DUNTON
Bushwick Branch
Long Beach station
Hempstead station
Belmont station
West Side Yard 27 & 28
Port Washington Yard 5
Port Washington station 4 & 5
LIC tracks 0 & 1 (DE only, no DM)
Babylon Yard 11-17

All diesels on the Port Wash must stop and proceed (restricted speed) over Alley Creek Bridge.
